the tank shall be designed to withstand, without significant leakage, the effects of a full engulfment in
fire for 30 minutes as specified by the test requirements in 6.9.4.3.4. testing may be waived with the
agreement of the competent authority, where sufficient proof can be provided by tests with
comparable tank designs.
